Description: The Department of Lands and Natural Resources (DLNR) located in the Commonwealth of the Northern Mariana Islands (CNMI) is seeking proposals from qualified individuals and organizations to carry out a preliminary population viability analysis (PVA) for the Nightingale Reed-warbler. A PVA will provide information for the development of effective management practices for the Nightingale Reed-warbler on Saipan, assist in the assessment of development project impacts, assess the importance of conservation areas, and identify critical life stages. It will also reveal what additional information is needed to improve the model to further guide management actions.

A Notice of Intent, including name, contact details and a statement that they intend to submit a proposal, MAY be submitted to Lainie Zarones, DLNR, email lzarones@gmail.com, by no later than the close of business, August 26, 2014, Chamorro Standard Time, UTC +10 hours. All prospective applicants who send their Notice of Intent by this date will receive a copy of all questions from other prospective applicants and the reply. A Notice of Intent is not mandatory – proposals will still be accepted even if the Notice of Intent was not received. 

Qualifications: The PVA developer must have: 
• Previous experience in producing PVA analyses on endangered species 
• At least one published paper on PVA analysis in a peer-reviewed journal 
• Experience in research/management of endangered species 
• Minimum of four-year university degree with emphasis in ecology and conservation 

Proposals for this project shall be submitted via email to the Office of the Director of Procurement and Supply procurement@pticom.com, no later than 10:00 a.m., Chamorro Standard Time, UTC + 10 hours by September 05, 2014 and must be marked “RFP14-DLNR-134 – To Complete a Preliminary Population Viability Analysis for the Nightingale Reed-Warbler on Saipan”
