    Salary: $51,560.00 - $78,416.00

    This position will serve as the Pennsylvania Game Commission's lead biologist for restoring northern bobwhite populations within Pennsylvania  The primary responsibilities of this position are to guide & measure bobwhite habitat improvements and to coordinate efforts to trap bobwhite in other states for reintroduction within the Bobwhite Quail Focus Area (BQFA) at Letterkenny Army Depot.

    Performs highly technical, professional wildlife research / management work, primarily for game bird species.

    Has direct responsibility for statewide management, research, and restoration program for northern bobwhite quail.

    Coordinates trapping and moving quail from multiple states for reintroductions in the Commonwealth.

    Develops statewide management plans for quail with specific goals and objectives.

    Prepares methods to implement and monitor management plan objectives and strategies, and evaluates their success or failure.

    Proposes budgets, grants, contracts, rules, regulations, policies, and procedures to support implementation of statewide and site-specific management plans, research, surveys, and other work.

    Serves as project leader in conducting specific research project(s) to address identified questions or problems regarding wildlife populations, habitat conditions, harvest levels, and impacts of hunting. This includes developing research proposals and project budgets, researching and
    acquiring equipment, tools and aids, and training field personnel to accomplish stated objectives.

    Interprets program goals, objectives, priorities, policies, rules, procedures, and guidelines for field personnel, including State Game Wardens, Game Lands Officers, Regional Wildlife Management Supervisors, Bureau of Wildlife Management (BWM) biologists, cooperating personnel from other agencies, and volunteers.

    Develops and coordinates implementation of work with field personnel (e.g. State Game Wardens, Regional Wildlife Management Supervisors, BWM biologists) and their supervisors to accomplish quail management objectives and strategies. This includes establishment, monitoring, and evaluation of the Bobwhite Quail Focus Area. Reviews work to ensure compliance with procedures, working with and through immediate supervisors and taking corrective action through the supervisory chain-of-command when necessary.

    Compiles and analyzes population, harvest, and habitat data to provide hunting season recommendations and forecasts.

    Acts as the primary agency liaison with Pheasants Forever, and Quail Unlimited.

    Attends meetings of the Northeast Upland Game Bird Technical Committee (NEUGBTC) and coordinates agency participation in NEUGBTC efforts involving quail.

    Provides technical expertise on determination of age and gender of game birds, and on issues concerning their life history and management.

    Coordinates work with biological aides, partners and volunteers involved with surveys and biological data collection for quail.

    Applies accepted statistical techniques and computer software programs to analyze population and harvest trend data, survival rates, and data from research studies; and interprets / reports on results.

    Uses GIS software to analyze and map habitat conditions and improvements in focal areas for quail.

    Maintains prescribed fire qualifications and certifications and participates in prescribed fire operations to improve quail habitat.

    Operates agricultural equipment (e.g. tractor, mower, planter, herbicide sprayer) and mechanized heavy equipment (e.g. dozer, backhoe, skid-steer) to maintain and improve habitat.

    Performs felling, bucking, limbing, and skidding forestry operations to restore quail habitat.

    Implements and coordinates cooperative initiatives (e.g. National Bobwhite Conservation Initiative Coordinated Implementation Program) for quail in the Commonwealth.

    Provides technical assistance to land management agencies on quail habitat management planning on State Game Lands and other lands.

    Reviews legislation and Commission action for impacts on programs, and recommends and develops draft rules, regulations, policies, and procedures to support programs, solve problems, and further agency objectives.

    Represents the agency at various public meetings and hearings regarding management of quail.

    Plans and conducts training and workshops for field personnel and provides instruction to State Game Warden cadets on ecology and management of quail.

    Communicates information on programs, research results, general life history, and management of quail by developing programs and presenting them orally or by PowerPoint, or by providing them to other agency personnel including State Game Wardens, Game Lands Officers, Regional Wildlife Management Supervisors, and BWM biologists, or to affiliates (e.g. universities, Pheasants Forever, other NGOs), and providing interviews and webinars as part of the agency’s Information and Education program.

    Presents research and management findings at scientific conferences, symposia, and workshops, and publishes results in scientific journals (e.g. Journal of Wildlife Management, Ecology), and popular outlets (e.g. Game News, Pheasants Forever magazine, newspapers).

    Develops, prepares and compiles various written reports on program accomplishments and activities for bureau and agency directors.

    Prepares letters, reports, newsletters, memoranda, social media postings, and other correspondence to exchange information with field personnel, co-workers, supervisors, elected officials, other agencies, sporting groups, NGOs, and the public.

    Submits administrative reports (time, travel, vehicle, purchasing, etc.) in a timely and accurate manner.

    Annually operates a bear check station and conducts deer aging at meat processors.

    Assists with field work (surveys, banding, etc.) involving other wildlife species as assigned.

    Performs all other job-related duties as assigned.

    REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

    PA residency is waived for this position.

    Minimum Experience and Training Requirements - One year as a Wildlife Biologist 1; OR A Master's Degree with a major in Wildlife Management and one year experience as a wildlife biologist; OR A Bachelor's Degree with a major in Wildlife Management and a minimum of three years experience in wildlife management research.

    This particular position also requires possession of a conferred master's degree or higher in wildlife management, ecology, ornithology or other closely related degree.

    Necessary Special Requirement - Possession of a valid Pennsylvania automobile operator's license
