A little more background:

The Coastal Observation and Seabird Survey Team (COASST) is a citizen

science

project of the University of Washington in partnership with state, tribal

and federal

agencies, environmental organizations, and community groups. COASST believes

citizens of coastal communities are essential scientific partners in

monitoring

marine ecosystem health. By collaborating with citizens, natural resource

management agencies and environmental organizations, COASST works to

translate

long-term monitoring into effective marine conservation solutions.

COASST intends to modernize their existing website, scientific database, and

associated tools. In addition COASST will be expanding their program to

include

new monitoring protocols, datasets and supporting technologies. COASST is

seeking

contractor/technology partner(s) to design, implement and maintain some or

all of

the technology components described in the Request for Proposals

http://depts.washington.edu/coasst/toolbox/RFP.pdf>.
