Director of China Programs
The International Crane Foundation (ICF) works worldwide to conserve cranes and the ecosystems, watersheds, and flyways on which they depend. ICF engages with a global network of nearly 300 staff, associates, and colleagues in more than 50 countries. Our efforts in China focus on the five threatened crane species.
ICF is currently seeking an in-country Director of China Programs who will be based in Beijing and provide strategic leadership, planning and management of ICF’s China Programs. The Director supervises ICF staff who are responsible for implementing priority programs in Northeast/East China (Crane Flyways Program), Southern China (Yangtze Program), and Western China (Black-necked Crane Program). The Director will develop, maintain and expand strategic partnerships with Chinese government agencies, research institutes, and Chinese and international non-profit organizations. The Director will work with the Vice President – International and other ICF staff to attract resources for conservation of cranes and their habitats. The Director leads ICF’s Representative Office in Beijing and will be required to travel within China and occasionally elsewhere in East Asia and the United States.


Essential Duties and Responsibilities:
· Ensure the effective operation of the ICF China Programs, including management of the Beijing Representative Office and supervision of staff in Beijing and field locations, including work planning, staff policies, budgeting, and performance appraisal.
· Build a strong network with ICF conservation partners in Beijing and throughout China to achieve species and habitat conservation objectives.
· Engage in partnership development and donor outreach, with particular emphasis on expanding resources available for conservation of cranes and their habitats.
· Ensure continuing compliance with Chinese government laws and regulations and ICF policies and procedures.
· Communicate program outcomes and successes to key partners, stakeholders and supporters, including ICF’s headquarters in USA.


Performance Expectations:
· Facilitate strong communications among departments and geographic programs.
· Facilitate the use of best practice and latest scientific information to guide organizational decision-making and daily operations. Work with staff to ensure timely, effective communications to the ICF Board of Directors, members, partners, peers, and donors.
· Develop and maintain effective relationships with Chinese government agencies and with peer groups nationally, internationally.
· Provide leadership that encourages individual professional growth, and achievement.



Qualifications Required:
· Master’s Degree in a related field, or relevant, equivalent experience.
· Strong leadership and supervisory experience.
· Strong Chinese and English written communication skills, including writing routine correspondence and reports in a concise, logical and effective manner.
· Effective verbal communication skills in Chinese and English, speaking clearly and persuasively; and listening with care.
· Ability to establish project plans, regularly monitor and track progress on work projects, and ensure appropriate communications with project partners.
· Flexibility to work the number and schedule of hours needed to accomplish regular and ad hoc job responsibilities.
· Effectively adapt to changes in work environment and duties, processes, and technologies.
